I am going onto the hospital on May 7th for a cesearian section. I
would like to know of any gods the children can focus on or any
simple rituals that can be done by them for their mother and baby
sister. Please remember that my children are 5 and 7 (on Wednsday).

Any help or suggestions would be appreciated.

Since this it not even close to the first time someone has quit and
rejoined, we've quite a lengthy set of precedents in these cases. I will
agree to such a "lesson" only if it is retroactive and includes everyone who
has ever resigned a magistracy or citizenship.

As long as Nova Roma remains a primarily on-line organization and fails to
continue to move towards more face-to-face interaction, we will are likely to
lose citizens. There is little to value in just being on the computer
regardless of one's position in our Republic if there is no visible progress and growth
towards being able to enjoy the physical reality of our citizenship. It is
important for the provincial magistrates to encourage more physical events and
interaction to encourage socialization among citizens. Some individuals do
not feel obliged to observe all the normal courtesies on line and feel no need
to really get to know the other citizens. Even going into private IMs with our
magistrates, pontiffs, and other private citizens will strengthen the bonds
that bind us together as Nova Romans. This is especially important if you are
a magistrate, Senator, pontiff, or other official. Valete.

could count on protection, administration of justice, and public services,
thus it was valued. What does Nova Roma offer of value?

INTRODUCTION

The Naumachiae is intended to be the fight between two sides, playing
each team the part of a famous side in Antiquity, reproducing famous
historical battles, like the Greeks winning at Salamina against the
Persians, or the Corcyreans destroying the Corinthian fleet. The
citizens join a team following the next rules as Captains:

EQUIPMENT

Every citizen/Captain involved in the Naumachiae must purchase a ship
and
the equipment before join a team. Each Captain have got 500
sextercios to
spend Those are the items to purchase with this money:

Bireme (Includes 160 warriors and corvus): 200
Trirreme (Includes 200 warriors and corvus): 300
Catapult: 200
Steersman:
- Inexperienced: 50
- Medium: 100
- Expert: 150


SUPREME CAPTAIN (1)

A citizen must be elected as the Great Captain of the fleet. His ship
will
be under the rules of "Supreme Captains".


TACTICS

There are four different tactics. Each ship has its one, but before
choosing
it the Captain should talk to the other members of his team for a
co-ordinate battle.

I. Frontal assault with the prow. Your ship attacks with the prow.
II. To break the opponent rows. Your ship takes back its own rows and
with
the side breaks the opponent rows.
III. Just boarding. Your ship uses its corvus to pass the warriors.


RESOLUTION OF THE NAVAL COMBAT

Each captain have the same tactic for the whole combat.

First a 10 side dice must be rolled in order to determine the
Initiative and
who starts fighting. The kind of steersman and tactic increase or
decrease
it. Highest number is the first fighting.


Steersman inexperienced: -3
Steersman medium: 0
Steersman expert: +3
Tactic I: +3
Tactic II: 0
Tactic III: -3

The equipment and tactic gives a punctuation that increase or
decrease the
Offensive Bonus for the winning. A 100 side dice must be rolled in
order to
determine the OB. The highest OB wins the combat.

First and foremost, it offers hope. It also offers, to quote Winston
Churchill "toil, tears, and sweat." Nova Roma asks a lot of her
magistrates, and some find the load too much to bear. But there is
still hope for a new Roman republic, and that's what keeps me throwing
myself into the tasks of governance.

Nova Roma also offers opportunity to those who would seek it. Every
elected magistrate, and every provincial governor needs a cadre of
active and enthusiastic assistants in order to carry out their duties
well.

In many of the cases where people go away, I think it's simply a matter
of them trying Nova Roma and finding it not to their liking. That's a
problem that any organization faces. But it's more complicated in a
case like that of our recently departed Quaestor. She was a very
dedicated, energetic person. While she didn't share her full reasons
for leaving with me, she did mention that she had become extremely
disillusioned and disappointed. Some of this was due to the low number
of people who've paid their annual tax thus far. Some due to other
things she didn't go into detail about.

In closing, I'll remind you that our traditional sign-off, "Valete"
means "be strong." We all, every one of us, must be strong for Nova
Roma if Nova Roma is to grow and flourish. We can't wait for others to
do it for us, and we can't let the understandable disagreements which
arise among people to stifle our enthusiasm for our vision.

ago with a group of my husband's co-workers, and it is truly
astounding.

As for something to see, we can go to our own Newark Museum, which has a
very nice collection of Roman glass, and from now till May 9 an exhibit
of jewelry from all over the world, from all time periods, called
"Baubles, Bangles, and Bling Bling"

I'm not quite sure what you want me to do about past
cases. Condemn them? Certainly I condemn any past or
future instance of a magistrate resigning his or her
office without good reason, without trying less
radical solutions to his or her problems first, and
without taking adequate steps to ensure a smooth
handover of duties. There have been, as far as I can
remember, two magisterial resignations since I joined
this community: on the one occasion I made public
comments in much the same vein as my present ones,
though I'm glad to say the person concerned did take
care for the handing over of duties; on the other I
joined many other citizens in trying to persuade the
person concerned to reconsider, and since our attempts
were successful there was no need for criticism.

As for resignation of citizenship, that is not a
matter for public judgment and is between the person
concerned and any of his or her friends and relatives
who are affected by it. I do not condemn such actions
because they are no business of mine.

That's an interesting question. Off the top of my
head, here are some ideas:

It offers membership of a community. Of course whether
you feel that to be valuable or not depends on whether
it's a community you like, but it remains one of the
relatively few networks of mutual support and
understanding available to people who pratice Roman
religion and values, as well as a social arena in
which to meet like-minded people.

It offers a fund of expertise on Roman religion,
history, and culture, which can be called on at will
and free of cost, both informally and within the
academy, which we've just seen announce a handful of
new courses.

It offers opportunities to observe and participate in
a reconstruction of the Roman political system, which
ought to be of interest to historians and students of
politics.

It offers entertainments in the form of the games and
other sporting and cultural competitions.

It offers a judicial system which, for those who find
Roman law appealing, may be preferable to
macronational legal systems or other non-legal
dispute-resolution procedures.

It offers a chance to participate in a project whose
goal is the promotion of Roman religion, values, and
cultural achievements, and a means by which those who
find these things personally rewarding can seek to
share them with others and make them available to the
world at large.

Those are some things that spring to mind, and I'd
hope there would be something there for a wide range
of people. But equally there is almost certainly more
we can do, and another good thing about Nova Roma is
that frequently people ask the same question you've
asked, beginning a new round of self-examination and
resulting, hopefully, in some new benefit for the citizenry.

1. The quiz, "Cerialia Cultural Challenge" is open to all the
citizens of Nova Roma. The task of the contest is to answer to three
multiple choice questions and one essay type question in each five
cultural themes of the quiz:
1) Agricultura
2) Militia Romana
3) Religio Romana
4) Oratores et Philosophi
5) Historia Romana

2. The Award is open to single participants or to groups composed of
a maximum of 5 citizens. Each participant or group of participants
can participate with just _one_ subscription and _one_ complete set
of answers. It isn't allowed to be a member of a group and
participate as a individual at the same time. The answers must be in
English, answers to multiple choice questions given with the correct
alphabeth, essay type answers as a written text.

3. Each subscription must have the following facts about the
participant(s): Nova Roman name, real name, Nova Roman Province, age
and e-mail address.

4. The participants subscribing to the "Cerialia Cultural Challenge"
are able to challenge other Nova Roman Citizens to subscribe to the
"Cerialia Cultural Challenge" by entering the text "challenge" and
the Nova Roman name of the challenged person and attaching this
information to their subscriptions. Uncomposed groups cannot be
challenged. Subscriptions and challenges attached to them will be
published on Emilia Curia Finnica's Officina Aedilis Website's Ludi
Section.

5. Once the subscription time is over, questions shall be published
on the Main Mailing List of Nova Roma and on the Emilia Curia
Finnica's Officina Aedilis Website's Ludi Section. Answers, too, must
be sent via email. Each email with a set of answers must contain the

10. The texts will be archived by the Ludi organization. The
participants give the right to use their answers to Nova Roma
accepting this regulation. This Regulation is accepted by taking part

I'm cc-ing our Pater Patria, Marcus Cassius Julianus, who procured the
land. He can best acquaint you with the particulars of what you'll need
to know.

I will mention that Austin is not especially close to the part of far
west Texas where our land is located, not even by Texas units of
measure. But if you'd be willing to drive out there once or twice a
year to look after the land I'm sure your efforts would be appreciated.

Other than that, congratulations on getting accepted for graduate
school. Will you be going to the University of Texas?

For the time being Nova Roma offers many of its citizens a good
education, exposure to many others both more knowledgeable or less
knowledgeable than one's self, various resources as well as
comradeship. I feel that you get out of NR what you put into it.
Everything is covered from how to make Roman food and drink to
learning the language of the Ancient Romans as well as its military
structure and history. The list goes on and on. Even at my work in
the petroleum industry, we often take time off the technicalities
and talk about world politics, each other's shennanigans or sport
events just like we do in NR. Discussions and arguments, agreements
and disagreements are part of our nature here and in the
marcroworld.

Why not take advantage of what is offered here and or help out? I
notice for example that G. Iuli Scaurus has offered a 3 year course
in Latin. I don't wish to annoy him with talk of money or monetary
value with respect to knowledge and academics but I can tell you
that in Alberta here, such a course offered by a professor in
university would cost about 3000.00 Cdn or 2000.00 + US over that
time period. There are 21 signed up for the course so where are the
other 1040 souls for example. Why turn down a gift like that? Look
at other courses and opportunities coming up! If one sits idley by
and wishes not to participate then that is his business but don't
blame NR.

As Consul Marinus said previously, we all must have hopes in life
which is the reason for setting goals like building a small nation
someday. The more everyone learns, contributes, the merrier don't
you think?

I wrote that in response to the comment that the next person to resign their
office without passing on their duties should be 'taught a lesson in
responsibility.' What lesson do you propose to teach and how do envision
administering that instruction?

Only an agent-centered morality will ensure an individual will handle their
duties or be quit of them in a responsibile manner. These motivations must
come from within.

If that instruction was somehow effective, why should it apply only to the
next person to leave in a huff? If you're suggesting that we should make an
example of the next person to quit, I question the effectiveness of that
action. I don't think it will make a difference. What is the value of a
punishment to someone who is decided that the duties assigned to them by
aren't worth their time? What is the value to Nova Roma in punishing
someone who has disabused the public trust and thereby diminished themselves
in the eyes of the community?

We should certainly do everything we can to keep talented people, but in
those cases where we can't, I see no need to pander to someone's ego with an
outcry of support, nor do I see the need to flood the main list with a
series of condemnations. There are plenty of other talented individuals
ready to assume the duties of those who leave.

I thought the yearly tax payment is due the end of April with a 50%
charge for overdue taxes. I'll be sending mine this week but I was
wondering why someone or others were discouraged or panicing over
the last few weeks of March about the slow returns? If April 30 is
the deadline what is the issue? One has time to panic get frustrated
or quit after April don't you think?

II. Pridie Kalendas Maias dies ultima in qua vectigalia sine poena
pendantur constituta est. Licet vectigalia pendere post illam diem,
sed poena dimidia parte (quinquaginta [L] percento) debebitur. Exempli
gratia, necesse est ut civis qui ante diem ultimam thaleros duodecim
($XII) debeat, postquam thaleros duodeviginti ($XVIII) pendat.

2. The deadline for remittance of taxes is the last day of April.
Taxes may be remitted after that date, with a penalty of an extra 50%.
For example, a citizen who owes $12 would need to pay $18 after the
deadline.

III. Vnicuique qui/quae provinciae gubernator est exemplar huius
edicti ad provinciae indices (ubi exstant) transmittendum est.
Vnicuique traductori Novae Romae publico hunc edictum in linguam/linguas
quarum rationem reddere debet vertendum. Edicti huius appendix
consilium civibus continet, et cum edicto semetipso transmitti/verti debeat.

3. Each provincial governor is required to copy this edict to their
provincial lists (where applicable). Each of Nova Roma's official
Interpreters is required to translate this edict into the language(s)
for which they are responsible. The appendix to this edictum contains
advice to citizens and should be forwarded/translated with the main
document.

Hoc edictum statim valet.

This edictum is effective immediately.

APPENDIX - Advice to Citizens

Taxes can be paid in a variety of ways.

Citizens remitting their taxes in US dollars may send a check, money
order, or equivalent form of payment made out to Nova Roma directly to:

Other citizens will need to purchase an international money order in US
dollars for the full amount of their taxes and send it to the address
above. Note that individual checks in local currencies sent directly to
the Nova Roma address will likely cost more to cash than they are worth.

Some provincial governors have chosen to arrange a central point in
their provinciae to which citizens may remit their taxes so that the
province will only need to make a single payment to the central
treasury. Citizens are encouraged to contact their provincial governor,
if any, to find out whether their province will be doing this.

Citizens in Europe whose provincial governor has chosen not to act as a
collection point may contact Quaestor Caius Curius Saturninus
(mikko.sillanpaa@...), in order to arrange payment if they wish.

All citizens capable of doing so may pay their taxes through the PayPal
service. There is a link on the Nova Roma Web site's main page for
this. It is the purple image alternately displaying "DONO DARE" and
"give to Nova Roma via PayPal" located beneath the main menu.

All citizens should be sure to include the full Roman names of all
citizens for whom they are paying with their remittance! PayPal provides
a comments field when you use it, and you can provide the name(s) there.
This will ensure that each civis who pays taxes will be properly
enrolled in the Assidui.

thaleris Vnitorum Statuum Americae vectigalium tota summa emant et ad
locum supra scriptum mittant. Animadvertatis perscriptiones privatas
denominatas pecuniis regionalibus ad Novae Romae locum recta missas
probabiliter plus quam valeant pecunia numerata solvi constaturas esse.

Aliqui e numero gubernatorum provincialium partem mediam provinciarum
suarum quo cives vectigalia pendant statuere delegerunt ut provinciae
suae solutionem solam aerario centrali pendere debeant. Vt comperiant
si provincia sua hoc modo utatur, cives qui gubernatorem provincialem
habent ei aut epistulas scribere aut apparatu telephonico eum/eam vocare
hortati sunt.

medium deligere nec vectigalia se exigere volunt epistulas Quaestori

"Solutioni Amico" pendere. Est ad hanc finem vinculum in pagina araneae

invicem verba "DONO DARE" et "date Novae Romae via 'Solutioni Amico'
(sed posteriora anglice reddita sunt) ostentat.

Omnes cives se certiores faciant ut nomina Romana plena civium omnium

For women the ordinals were more strictly applied then with the men.
Isn't that always the way ladies?

I actually am a Quintus since I am the fifth child. Coincidently the
last child, so what does that say about me growing up? <Grin>
