MODERATION EDICT FOR THE FORUM NOVUM ROMANUM (AKA MAIN LIST OR ML)


We, A. Liburnius Hadrianus and Sex. Licinus Tutor, Praetores of Nova Roma for the year MMDCCLXVIII, in the hope of increasing the participation of the citizenry and promoting a more free and lively, yet well-ordered, setting for the gathering and interaction of those who are citizens, including probationary citizens, of Nova Roma within our principal forum, the Forum Novum Romanum (also known as The Main List or the ML - http://groups.yahoo.com/group/Nova-Roma)  promulgate the following edict for civil conduct within the Forum Novum Romanum:


I. The Main List (ML) is open to citizens only. Everyone, regardless of citizenship status, is encouraged to join and participate in the Forum Hospitum (FH), which can be found in Yahoo Groups.


II. Citizens who are 16 years of age or older may join and participate in the ML. The ML is not open to anyone under the age of 16 years.


III. Citizens are reminded that the ML is a moderated list, and all posts sent to the ML must conform to the requirements and restrictions of the Yahoo Terms of Service (ToS), available in summary form here: http://groups.yahoo.com/local/guidelines.html

Magistra, I want to emphasize that the new Moderation edict does not discriminate between languages and that all language are treated equally.
Everybody  can post in Latin as freely as they can post in French, English or in any other language of their choice. 

There is a caveat: everybody posting in any language other than English may occasionally be required by the Praetors to provide an English translation, if there is the suspicion of a violation of either the Yahoo rules of conduct, or of the Moderation Edict. The Praetorian cohort hopes that the rules contained in the Moderation Edict are clear enough to prevent the need for translations.

Critics of dead poets should not be a controversial subject needing moderation, particularly if they died around 2,000 years ago.

Answering  to your questions on Languages, I suspect that English will continue to do the part of the lion, with Latin, German, French, Italian, Spanish, Portuguese and Romanian accounting for a substantial minority. 
Probably we should institute a corps of official interpreters, to provide neutral and unbiased  translations as needed.

Edicts and official communications generated by elected magistrates will continue to use English as the working language.

Avete Omnes,

Recently there has been a post by one of the priests complaining that priests should not have to pay taxes....I wont go into his reasons as the list is publicly viewed and anyone can view it if interested.

The argument is basically selfish in nature.  I am a priest therefore I should not have to pay taxes.  It is selfish.  Instead of I am helping Nova Roma contribute to pay for its website, pay for our obligations, pay for web hosting, pay for filings, taxes and our registered agent.  This does not even account for issues that we are still having to pay for, specifically our webhosting in Sweden, which needs to stop since it is not even included in the budget but that is another topic.

NR has bills to pay.  Would I like a world where no one had to pay taxes, Yes.  I sure wouldn't like to pay the IRS every year, but I cannot avoid that.

The most equitable way to share the burden in Nova Roma is that those who lead pay more.  This means those of us in the Senate pay more than new citizens.  Its reasonable and it's about as fair of a system it is also transparent.  Everyone knows where they stand in their class ranking.  

But to complain about having to pay a tax in NR is just as useless to complain about having to pay the VAT tax in Europe and Asia...or paying the IRS in the US.  Except here you do have a choice, you do not have to pay the tax, but by doing so there are the consequences that you lose your ranking within the organization.  That is far better than being thrown in jail if you avoid paying your tax in the US or EU.  

I have made this process as painless as possible for everyone involved, except for me.  Arrangements have been offered and this particular citizen never once contacted me privately for any arrangement so I have zero sympathy given that I am the working on the database, answering emails, and setting up existing arrangements for those who have asked as well as doing all my other duties and responsibilities as CFO of Nova Roma.  Basically, this guy does basically compared to the duties and responsibilities that I do and I still pay my tax - with no complaint.  If he does not like it, become capti censi and remove his priesthood and be done with it.

I find no reason to exempt anyone from taxes as NR tax is not a traditional terra-based-tax. In fact, it's voluntary.
In my opine, giving is the key to receiving to it I've developed a key to foresee & see beyond; FOUR SEAS (4C): Charity Church Community Counsel - give to these (Malachi 3).
My hope for the money I give to NR taxes is that I become fluent in Latin, and add a Latin/Italian/German language program in my law school Marquardt Island-Lawyer School.
I've also learned how to read the calendar in Roman, today is Ante diem III nona Iunias, 2768avc... and to mention my favorite month GERMANICUS (sept).
Also, I've acquired a library of at least 32 books/resources & I received a ancient Roman silver denarius!
All this under the caring presence of Nova Roma.
Dear NR Priest, I know you lost your job; but as is taught give from the least that you have ("two pennies from the poor woman - all she had") to receive the most that God* has, as he owns everything and adversity is merely a test to know how you may handle abundance.

I have read this discussion here, and on the CP, not just now, but in one form or another for the 9 years I have been a part of Nova Roma, and my response to it has not changed.  I am happy to pay my tax to NR, because I have decided that this organization is worth my support, both in tangible (tax) form, and in my efforts for our growth and viability as an organization, expressed by doing anything I can, to be of value here.  The tax system is set up so that those in the lower classes, who either have not been here as long as others or who have not become deeply involved in our day to day functions, pay significantly less than long term citizens or citizens who have chosen a role here that brings with it both responsibilities and prestige.  To put it bluntly, these people are more “invested” in the organization, and have more to “lose” should things go wrong, and NR not be able to fund the important basic necessities, (currently those involving our web site, legal fees to the State of Maine, etc.).  We have, at this time, only 1 way of generating money, and that is through the taxes our citizens pay.  All of this money goes back into the organization, and none of it goes to any individual, for any reason. 

 

While I’m being blunt, let me continue.  I have never felt that our Religious should be exempt from taxes, since what we do is, as stated in our Constitution, essentially a State function.  The Religio Romana (whatever name one wishes to call it at the moment) is our “State” religion, and therefore, its public practitioners are State functionaries.  Comparing our situation regarding taxes to that of other Western countries seems specious to me, because of this, but also because, to be blunt, I’m not sure I endorse the tax exempt status of such organizations anywhere, but that, of course, is a personal opinion, and irrelevant to this discussion.

 

Another theme I’ve heard for years is that people who pay taxes don’t get any “benefits”.  I find myself asking “and what would you expect?”  No, we don’t get tangible things we can hold in our hands.  When such things do become available, it is my hope that they will be used to generate the funds that will allow NR to expand in ways it cannot at this point, not be used as prizes to recompense those who contribute financially.  So …what do we “get” as a result of paying our taxes?  Well, I can only tell you what I get, aside from our web site, that is.  What I have received from this organization over the last 10 years is a wealth of knowledge, association with some extremely knowledgeable and admirable individuals, for whom I have developed, and retain, an abiding deep respect, and in a few cases, the kind of friendship that crosses both geographic and linguistic boundaries.  Those are more precious to me than coins, rings, or flags, as is the overwhelming support I received when I needed it most.  It was my Nova Roman “family” who kept me going, and who, though they didn’t realize it, kept me strong enough to survive and recover.  Oh, and it was because of Nova Roma that I have my little Roman kitty.  The thought of her brings a smile, always. In short, this is my “place” of choice, and, just as I pay to provide my home with what it needs to be efficient and comfortable, so I will pay to provide NR with what it needs to function and to thrive.  If doing so is done through something we call a tax, so be it.  And yes, I have paid that tax, even when I was financially straightened and could barely afford to do so, and I did it with no complaints.  In fact, even when Vestals were exempt from paying tax, I chose to disregard that, because, in my opinion, we were not in a situation to be able to support such a gesture.  And even now, I spend far more on supplies to keep my altar as it should be, and to keep our flame eternal, then I pay in taxes, and I do so without expecting any tangible benefits in return.

For me, these show an outsider's view confirming the many German-Italian  connections (e.g. the Holy Roman Empire).
"They (Da Qin - Romans) say they originally came from China, but left it." -- I've heard of things like this and have noticed some East/West connections (spaghetti/noodles, Year of Ox/Month of Taurus, etc; so the argument is did life (civil-life) originate from Africa or China, or a combo of both?

The reason for my long, lingering illness (of which depression and other low emotional points have been symptoms) has been found and, hopefully, eradicated.

On 2 June I underwent 6 1/2 hours of surgery to excise the lower part of my pancreas (along with other bits including my gall bladder), which contained a cancerous tumor.  I am very fortunate that this was caught very early, only 4 of 29 lymph nodes excised along with the pancreas showed very small spots of suspicious tissue, other tissue was clear.

I will be undergoing preemptive chemo therapy later this summer, after the incisions have healed well.

Doctor Alexander, the surgeon who performed the procedure and oversaw my hospital care, believes we have an excellent chance of a cure, rather then just remission.
