   As many of you read a couple weeks ago, Noctua had the idea that we could encourage charitable giving by voting on a worthy cause to support each month.
   There hasn't been a lot of feedback on this idea since, but it seems like a noble goal. Right now, according to Time magazine at least, there is a bit of a crisis in Europe due to refugees fleeing the war in Syria. Is there some group taking action to help which we could support?
    Are there any other causes people think we should shine a spotlight on?

This is totally unacceptable.
If such a discussion is continued, I will cancel my citizenship of Nova Roma with immediate effect. As a Roman I will not tolerate that the name of Rome is misused to support the currenly biggest threat to our European and Graeco-Roman identity.
I would like to ask for an official clarification from the consuls on this topic. Does Nova Roma encourage the current invasion of Europe, which has been officially announced by the caliph al-Baghdadi to be part of his strategy to conquer Rome? Yes, al-Baghdadi has formally declared war on Rome. And his spokesman used the word "Rome", not Europe. Does Nova Roma consider to help the self-declared enemies of Rome?

Wherever did you get the idea that Nova Roma "plans to support the cultural destruction of Europe" by giving charity to refugees?
Just because a couple of people have a discussion does not mean our treasury is about to be ransacked.  I am not in a position to speak for our republic, but I've not heard anything about the Senate authorizing or even considering authorizing the action about which you wrote.

For the record:  I am a (mostly) retired immigration lawyer and am fully aware that 90% or more of asylum and refugee claims are totally bogus.  I, too, am concerned about what you rightly describe as an "invasion" and would never subscribe to the coddling of of those who seek the destruction of Rome and of Western Civilization.

Based on the rules for the Certamen Petronianum II, I assume the following genres are not appropriate:

1. Children's Picture Books
2. Alternate histories of the Roman Republic set after the fall of Rome; for instance, stories of the Republic set in times long after the demise of the Republic like 500 AD - 3500 AD. 
 
I also assume that Flash Fiction (stories of 1,000 words or less) is acceptable.

In January I will take some classes at the college of the mainland in texas city, texas. I would like to start a club that encourages and develops local civic organization ie community development, cultural interactions, education . I want it to become a magnet of genius and inspiration. In this club i will have sub groups that have specific orientations and I would like one to be Nova Roma. 3.Lictor/lictrix position minimum requirements.

A. In order to be approved as lictor/lictrix of Nova Roma, a potential candidate should petition to the Collegium Pontificum.

B. The Collegium Pontificum will analyze and decide the approval, taking in consideration the legal allowed number of lictores/lictrices of Nova Roma, as it is set by the Nova Roman Senate, and the following minimum requirements of the candidate:

1. must be at least 18 years of age;

2. must be an assiduus/assidua (tax payer);

3. must be a citizen of Nova Roma for at least six months.

C. A simple majority in the Collegium Pontificum session is necessary as a candidate to be approved as lictor/lictrix of Nova Roma.

Note: The Collegium Pontificum instruct the Pontifex Maximus/Pontifex ab oficiis to make a public call for lictores/lictrices of Nova Roma.

The draft tribune report has not yet been posted to the Senate, and until it is, it cannot be corrected and posted to the public lists.  Usually some corrections are necessary before the draft report is approved by the consules, et al. 

As for the elections, the candidates haven't heard, either; ballots must be checked to eliminate duplicates, and tied centuries must be resolved.  The latter used to be done by throws of dice, a method which may still be in use.  Apparently there are no diribitores or other election officers; the quaestores who are willing and able have to tend to the rather challenging task of counting the ballots and certifying the election.

The lex Cornelia identifies the only approved methods for breaking ties. The first method is based on the length of citizenship.  I suggest you read the laws since you are a candidate for office.

   My apologies for the late response to this discussion.
   Yes, there has not been any suggestion of using NR's funds for this project; the idea is to agree on one cause each month and to encourage individual citizens to support it voluntarily.
   Personally, I believe the cause of the refugees fleeing into Europe is a good one. It seems like a reasonable supposition that the majority of these people are not partisans of ISIS, but rather their enemies and victims; those who support ISIS would seem more likely to remain in Syria and Iraq to enjoy and defend the "Islamic State". What better way to oppose these desecrators of temples than to help those individuals whose lives they have destroyed and whom they driven from their homes?
  However, the idea of the charity is to find a cause we can all, or most of us at least, support. Would prefer that we choose the Pagan Federation as suggested by Noctua (http://www.paganfederation.org/)? Or perhaps we could support this campaign to record Palmyra's former state digitally (https://www.gofundme.com/6b4q5z94), since the archeological devestation is clearly something we all care about.
  Does anyone have any other suggestions? Once we have a full list of options, we can use the Trial Forum of Laterensis to create an actual poll.

I would like to start a club that encourages and develops local civic organization ie community development, cultural interactions, education . I want it to become a magnet of genius and inspiration. In this club i will have sub groups that have specific orientations and I would like one to be Nova Roma. Based of our Constitution in Nova Roma function Comitia Curiata. It is defined in point III.A:

  

"III. Comitia

    A. The comitia curiata (Assembly of Curiae) shall be made up of thirty lictores curiati (lictors of the curia), appointed to their positions by the collegium pontificum (college of pontiffs). It shall be called to order by the Pontifex Maximus, and the collegium pontificum shall set the rules by which the comitia curiata shall operate internally. It shall have the following responsibilities:

        1. To invest elected and appointed magistrates with Imperium (which is necessary to employ coercitio [the power to compel obedience to their edicts], interpret and execute law, and possess the honor of being preceded by lictors as a symbol of office), without right of refusal individually or as a body;

        2. To witness the appointment of official priests and priestesses of the Religio Romana, adoptions, and the recording of wills.

        3. To approve or reject the elevation of a plebeian family to the Ordo Patricius;

        4. To approve or reject an adoption that elevates a plebeian to the Ordo Patricius or lowers a patrician to the Ordo Plebeius;

        5. To approve or reject an application from a patrician who wishes to renounce his status and become a member of the plebeian order"

Currently there are many lictores/lictrices positions open. In the last session the Collegium Pontificum passed a decree about the minimum requirements for comitia membership. The requirements are:

 

"3.Lictor/lictrix position minimum requirements.

 

A. In order to be approved as lictor/lictrix of Nova Roma, a potential candidate should petition to the Collegium Pontificum.

 

B. The Collegium Pontificum will analyze and decide the approval, taking in consideration the legal allowed number of lictores/lictrices of Nova Roma, as it is set by the Nova Roman Senate, and the following minimum requirements of the candidate:

 1. must be at least 18 years of age;

 2. must be an assiduus/assidua (tax payer);

 3. must be a citizen of Nova Roma for at least six months.

 

C. A simple majority in the Collegium Pontificum session is necessary as a candidate to be approved as lictor/lictrix of Nova Roma.

 

Note: The Collegium Pontificum instruct the Pontifex Maximus/Pontifex ab oficiis to make a public call for lictores/lictrices of Nova Roma."

 

Therefore, in the name of the Collegium Pontificum, I invite citizens who fulfill the requirements and want to serve as lictor/lictrix,  to express their desire, writing to the collegium pontificum to the following address:

Subject: Ásatrú College
Salvete;

Ásatru is, behind Wicca, certainly the most populous pagan faith in the United States and the reason is simple: the English are germanic, making Ásatrú the de facto indiginous religion of the United States. This means that it is a tremendous potential resource toward the growth of a new Imperium.

I'm aware that others have of course suggested the establishment of an Ásatrú sodalitas, I would have suspected as much without knowing so given the scope of Nova Roma and Ásatrú.

I'm also aware that the reason for not even attempting to assimilate the Ásatrú community is due to it not being an "historical" sodalitas. Surely, given that we are all in favor of bringing back the Roman Republic, no argument or clarification is necessary.

With that assumption I highly recommend we establish a Collegium for this religion. It is highly disorganized at present allowing an organized effort an easier path toward assimilation. It also opens the way toward potential alliances with organizations that have the potential for greater influence in the future.

First, welcome to Nova Roma, Civis!  It is always heartening to see new citizens, especially when they happen to live in my Provincia!  I hope your stay with us will be informative, interesting, pleasant and of value to you in many ways.  As a new citizen, you might want to spend some time reading the archives of this list to see what has been happening recently, and to get an idea of our history.  You will also want to thoroughly investigate our WIKI, because there are treasures there for the finding.  I do suggest, though that you take some yarn, so you can find your way back out (grin).  I always get lost in the WIKI!

 

BTW, to our Latinists, what is the Vocative singular for a masculine name ending in “er”?  I know what to do with names ending in “or”, but …

We generally require that citizens have an active status for at least 6 months before entering our public life.  This both allows the new citizen to acclimate to a fairly complex community, and reassures us that the new citizen is likely to stay long enough to perform duties for which he/she has volunteered, or to which he/she has been elected.  While we treasure enthusiasm, it is important that, before doing any public service, a new citizen has some idea of what we do and how we do it J.

 

BTW, if I may ask, where in our Provincia do you live? I live in Atlanta, GA, and while it is difficult for me to travel around the Provincia, I do like to know where our citizens are J.

I am currently getting my feet wet with the sodalitas militarium which seems as though it will suit my interests quite nicely. 

Currently I reside in a city called Buford, which is slightly north of the big city, though I certainly find myself down that way from time to time. It would be lovely to meet a fellow citizen one of these days! As of yet I have not found many other active citizens from our provincia, but I am sure that will come in time.

A warm welcome to our new citizen, Macer!  

Since you asked, amica…the vocative of Macer is….'Macer.'   In Latin, the only normal nouns which change in the vocative end in -us or -ius:  -us becomes -e, and -ius drops the -us to become -i.  'Deus,' however, does not change at all, and the adjective 'meus' becomes 'mi' instead of the expected *'mee' (two syllables). 

Nouns in -er often are in the second declension, but some are in the third declension, as are the (typically agent) nouns ending in -or.

Now in Greek and in Sanskrit, just about everything seems to have a separate vocative, plus Sanskrit has seven cases in full use, so count your blessings!  Latin is easy!

Salvete!

Every two years Nova Roma conducts a census.  Notice was previously published, but many citizens have not yet registered.  Those who have not registered are being contacted individually and reminded.  Two categories of citizens are automatically registered and do not need to take any action:  1.  Those who became citizens on or after January 1, 2015;  2.  Those who have paid taxes for 2015 and thus have "assiduus" status.

A difficulty encountered results from bounced emails.  A citizen who does not register by the December 13, 2015, deadline will no longer be considered "active" and will lose most of the rights of citizenship.  It would be a pity if this results solely from our not being able to contact you because we no longer have your current email address.  SO - if you have changed your email address please notify us by contacting c.claudius.quadratus@...  Be sure to include your Roman name in your correspondence.  And while you are at it, please update your address if you have moved.

Could be!  The archaic forms of at least some of the case endings are more distinctive than are the classical ones…but we can be grateful that only two types of Latin nouns / adjectives (and a couple of anomalies) have separate vocatives.  

Most of us have brain shorts now and again…one of the better ways of inducing these is to call tech support, especially for M$.  Anti-seizure medication may be necessary, even for otherwise healthy people.

Idioms and other common phrases in one language do not always translate well into another, but roughly, this would be (too literally) 'ibi aderam, illud feci, subuculam habeo.'  For the last part we may be more idiomatic, and say 'mihi est subucula.'  Even more idiomatic might be 'mihi est subuculae,' attracting the normal nominative into the dative with 'mihi.'  The regular way of saying 'my name is Maria' is 'mihi nomen est Mariae,' dative attracted to match 'mihi.' 

You may stab back, if you like, with 'rem acu tetigisti,' literally, 'you touched the matter / thing / situation with a needle,' which in English idiom is 'you hit the nail on the head.' 

A knowledge of Latin is always helpful--especially in a Roman-based organization.  ;-)

Ah, now I have a quandary, I have to make a choice …oh, dear.  Then again …you see, we had gotten into a discussion of “teaching” screen readers how to pronounce things, and I mentioned that I had started teaching mine to pronounce Latin, one word at a time, until my computer died, which meant I had to redownload JAWS, which meant I lost all my hard work, which meant that I threw up my hands and  gave up on the project. So one of my members said he had thought of ending his post with a Latin phrase, just to annoy JAWS, and I suggested a few, which led to his suggestion of the phrase I’ve asked for help with, and which I will use to tease him. J

Well, in modern Latin, 'tunica' is 'shirt,' not 'T-shirt…'  That is 'subucula.'  'Feci,' however, works very well, although 'veni' is strictly 'I came.'  We may eliminate the pronominal objects and adverb from my suggestion without much loss:  'aderam, feci, subuculam habeo…' though 'subucula / subuculae mihist' is more Plautine and idiomatic.

Your computer died?  Eheu!  Did it not leave some traces of all your hard work, and that of JAWS?  The manufacturer should be severely punished, along with M$, where Pecunia is the sole deity.  

So sorry to hear about this!  There should be some auxiliary memory thingie which would preserve such matters.  Fancy cybernauts can retrieve memories from even damaged HDs, etc., but perhaps only the filthy rich can afford that sort of thing.  Still, it might be worth a try.  

JAWS should learn Latin in any case; many people speak Latin, and some share a need for a screen reader.  

I could suggest some other Latin phrases, for indeed, many and various are the uses of Latin.

Well, that computer died years and years ago, probably in 2009 or 10, and is now probably part of a landfill somewhere.  As to retrieving anything, as I remember, my neighbor was able to retrieve a few things, like my documents and such, but when one reinstalls JAWS, it is a clean copy, and there is no way to retrieve material from a previous installment, at least not one that I can afford, LOL!  As to JAWS learning Latin, I actually spoke to the manufacturers about that, and when they stopped laughing, I was summarily informed that they had absolutely no plans to add Latin to the languages JAWS would be able to read and pronounce.  I know that Latin American Spanish (which JAWS can read) can handle Latin fairly well, but switching between languages in JAWS is a Herculean task, and is only appropriate when reading a long document or book in the original, which would be way beyond my capabilities.  I’m lucky to get the salutations and closings of emails right, at least most of the time.

JAWS needs a fix if it has cybernetic Alzheimer's Disease and cannot remember anything at all (glad you were able to retrieve some things)…and its creators clearly lack information about the status of spoken and written Latin.  The truth of that matter is rather different from what they wrongly believe; there are hundreds, if not thousands, of people who use Latin actively, and far more who do so passively, that is, read Latin.  There is an international all-Latin mailing list, the GLL, as well as one here in NR; there is a weekly news broadcast in Latin on YLE, and there may be another in Germany.  There are several Latin Circuli, or spoken Latin groups, whose meetings are typically held monthly during a meal, and a good many immersion sessions held during the summer.  The retired former chief Latinist for the Vatican conducts courses during the summer; (one of my students [from S. America] attended his course this past summer), and the Vivarium, a well known school in Rome, holds both a summer session open to all who qualify (and can afford it) and academic-year courses open to males who qualify.  The laughter over at JAWS-land should cease, and the relevant parties should be made aware of the facts of academic life.  Those facts may have a hard time penetrating the B-school mind, but if one dangles the usual bait, they might respond.  Some of these Latinists have visual difficulties, and could use a screen reader--and more will eventually develop them.  It takes time to master Latin, and none of us is a twenty-something from a group some call 'the young immortals.' 

At least one Roman citizen is a participant in one of the Latin Circuli, too…there may be others.

I just found out that Lindsey Powell, who is an excellent popular historian
and whose work I've read before, particularly his biography of Germanicus,
the brother of Emperor Claudius, has a new book out on Amazon. This one is
about Agrippa, who served Augustus Caesar so flawlessly for so long. I'm
off to see if this is on Kindle, yet, because if it is, it is *mine*, and I
can recommend just about anything Mr. Powell writes, even before I've read
it.

I. The censors (acting in a collegiate manner or singly) shall not approve the grant of Nova Roman citizenship to a person, if that person at any time while not holding, Nova Roman citizenship was/is a member and/or participant, or is suspected and/or listed as being a member and/or participant within the records of the Senate of Nova Roma, of any organization that the Senate has deemed by any Senatus consultum to be a competing organization.

II. If the censors acting in a collegiate manner believe that mitigating circumstances exist to justify accepting such an application at I, then they shall request the consuls to include on the agenda of the next formal meeting of the Senate in session, and item concerning this application. The presiding magistrate of that session may include this matter on the agenda, and may put the item to the vote. In the event the matter is put to the vote a draft Senatus consultum shall be presented requesting the Senate to approve the application of the person at I.

III. In the event that the person at I making the application was, in addition to being a member and/or participant, or is suspected and/or listed as being a member and/or participant within the records of the Senate of Nova Roma, also a member of any Board of Directors, Senate, or any organizational body that serves the same or similar purpose of control and/or direction as a Board of Directors or Senate, then the Senatus consultum at II shall require an extraordinary majority in order to be successful. All other cases the Senatus consultum at II shall require a simple majority in order to be successful.

IV. Any failure on the part of the censors (acting in a collegiate manner or singly), whether accidental, negligent or deliberate to abide by the terms of this Senatus consultum, shall invalidate the process of application and regardless of whether the person at I was subsequently classified as a citizen, shall invalidate his/her citizenship, as that person shall not be a citizen of Nova Roma as a result of that failure.

V. Upon discovery of such a failure at IV, the censors (acting in a collegiate manner or singly) and/or consuls must immediately inform the person that he/she is not a citizen. Should that citizen have subsequently stood for election for any position within Nova Roma and been successful, or been appointed to any position, or reclaimed any position, such a position shall be automatically deemed vacant. The censors (acting in a collegiate manner or singly) must also immediately correct all censorial records to indicate that the person is not a citizen.

VI. In the event of such a failure as at IV, then the censors (acting in a collegiate manner or singly) may be deemed to be in contempt of the Senate if in the opinion of the princeps senatus such a failure was due to negligence or was deliberate. If the princeps senatus deems it to be contempt of the Senate, then he/she shall proceed to deal with the matter according to the process at section IX of the SENATUS CONSULTUM DE RATIONE SENATUS MMDCCLXV.

VII. The definitions provided at section I DEFINITIONS of the Senatus consultum de ratione senatus MMDCCLXV shall be applicable to deriving meaning of a word or phrase included in this Senatus consultum that also appears in that list of definitions.

VIII. The princeps senatus shall be the final authority on determining the meaning of any part of this Senatus consultum where such meaning is unclear to any member of the Senate, and/or to arbitrate in any dispute between members of the Senate over such meaning.

2. DRAFT SENATUS CONSULTUM ON WARNINGS TO NEW OR RETURNING APPLICANTS FOR CITIZENSHIP

The Senate of Nova Roma establishes the following process for ensuring that new or returning applicants for Nova Roman citizenship are provided warnings prior to the grant of citizenship, concerning any organization that has been deemed by the Senate to be a “competing organization”.

 

I.           The censors shall create, and then subsequently maintain, a page on Nova Roma’s wiki / web page that lists the details of any organization that has been deemed to be a “competing organization”. The details shall include at a minimum the identification term for the organization used in the Senatus consultum that declared them competing. This typically, but not exclusively, is often the website URL for the organization. The censors shall include any other details that they feel are necessary to assist an applicant in correctly identifying the organization.

II.          Upon the enactment of this Senatus consultum, the Chief Information Officer of Nova Roma shall take steps to ensure that as soon as possible and practicable the Application for NOVA ROMAN Citizenship form is amended, and subsequently maintained, to include a check box, and immediately after that box the following text:

 

“I hereby affirm that I am not currently, nor have ever been, a member and/or participant of any competing organization that is listed on the page accessed through this hyperlink.”

 

Immediately following the text above the hyperlink referred to be included. This shall link to the page specified at I above. After the hyperlink the following text shall be included:

 

“IMPORTANT! Prior to affirming in the box provided above applicants MUST ensure they have accessed the hyperlink and read the contents of the page(s) it links to. Membership and/or participation in any of the competing organizations that are listed there MUST be disclosed.

 

Any failure on your part to disclose membership and/or participation (past or present) in these organizations will automatically invalidate your grant of citizenship and therefore regardless of how much time has elapsed between such a failure and its discovery, your Nova Roman citizenship will be automatically revoked, with no possibility of appeal.

 

Any applicant that is or has been a member and/or participant of one or more of the organizations listed, and who still wishes to apply for Nova Roman citizenship, after transmitting the application form WITHOUT checking the above box, should contact the censors by use of the email tool found here http://www.novaroma.org/bin/ contact . Applicants so doing should be prepared to answer questions that the censors may have for them regarding their membership and/or participation in any such organization. Please note that the censors may or may not support such an application, and even should they do so the matter must then be referred to the Senate of Nova Roma to make the final decision on your citizenship application.”

 

III.         The censors and censorial staff must ensure that any applicant who appears not to understand the text specified at II above has that text further explained in email. The emails of any applicant who contacts the censors or censorial staff with any issue pertaining to membership and/or participation in a competing organization must be copied and pasted into the applicant’s non-public censorial record that is generated by his/her application.

 

IV.        Any citizen who resigned his/her citizenship, or had that citizenship revoked by an appropriate Nova Roman authority, and who wishes to apply again MUST complete a fresh application form. That must be completed fully, as though the person had never held citizenship before, and must be completed using the full Nova Roman name citizenship was formerly held under immediately prior to resigning that citizenship, or having it revoked. Upon receipt of this new application the censors / censorial staff shall mark it as a duplicate and cross reference it to his/her former record, which shall continue to serve as the master censorial record.

It would be helpful to know what letter it was you could not produce; sometimes the Romans used an extra-long version of the letter I to indicate that that vowel was long, but that does not seem to be the letter in question here.  Is it the linked a and e?  Linked o and e?  Something else?  Unlike Old English, Latin does not have any other letters which cannot be reproduced easily, but on inscriptions several letters might be combined to save space.  Some letters may also be missing altogether at the beginning of each line. 

'Patriai'  bears the old genitive / dative case ending of the first declension: of, to, or for the native land.  To / for the Parthian Arabian and  XXX  Eleven times general thrice consul proconsul and [?] tribunician power six times consul proconsul [?] of the republic of the Roman people … SPQR 

This is strange because the archaic case form, patriai, does not sit well with what otherwise appears to be a rather late inscription.  The multiple occurrences of consulships and proconsulships seems imperial at the earliest, but our historians might be able to help with that sort of thing.  Again, without knowing what the missing letter is, full translation is not possible; part of what is there may be a dative / ablative plural ending in -ibus, but one must have the root of the word to understand it.

Emperor Domitian’s ramp from the first-century that leads from the Roman Forum up to the hilltop imperial palace on the Palatine hill opened to the public on 20 October, following a six-year restoration process. The monumental arched passage-way, equivalent of more than 10 storeys building, linked the city’s political, business and administrative base in the Roman Forum to the emperor’s private palace on the Palatine Hill. The incline, which has seven different levels and six hairpin turns, was first discovered by archaeologists in 1900 but restoration only began in 2009. Read more here:

Robert Harris, Britain's top Roman history thrill writer discusses the dangers of addition to power and the chilling lesson from the Caesar-murder for our current political realities. Our modern politics is obviously less violent than that of ancient Rome but the basic principles of power and ambition are universal and unvarying, hence the importance of studying the past as an aid to understanding the present. He says this is the reason he has devoted 12 years to fictionalising the collapse of the Roman republic. Just as in Cicero’s Rome, so in modern Britain: the very strengths that can drive an individual to reach the pinnacle of office — determination, overflowing energy, self-belief, a desire to dominate, a relish in wielding power — are exactly the qualities that make such individuals blind to their own accumulating misjudgments in power, unable to judge the right time to quit, and doom them, if not to assassination, then to a miserable retirement. It is one of the great mysteries of history: why did Caesar, sensing mortal danger as he obviously did, nevertheless change his mind and decide at the last minute to attend the senate? I. The censors (acting in a collegiate manner or singly) shall not approve the grant of Nova Roman citizenship to a person, if that person at any time while not holding, Nova Roman citizenship was/is a member and/or participant, or is suspected and/or listed as being a member and/or participant within the records of the Senate of Nova Roma, of any organization that the Senate has deemed by any Senatus consultum to be a competing organization.

II. If the censors acting in a collegiate manner believe that mitigating circumstances exist to justify accepting such an application at I, then they shall request the consuls to include on the agenda of the next formal meeting of the Senate in session, and item concerning this application. The presiding magistrate of that session may include this matter on the agenda, and may put the item to the vote. In the event the matter is put to the vote a draft Senatus consultum shall be presented requesting the Senate to approve the application of the person at I.

III. In the event that the person at I making the application was, in addition to being a member and/or participant, or is suspected and/or listed as being a member and/or participant within the records of the Senate of Nova Roma, also a member of any Board of Directors, Senate, or any organizational body that serves the same or similar purpose of control and/or direction as a Board of Directors or Senate, then the Senatus consultum at II shall require an extraordinary majority in order to be successful. All other cases the Senatus consultum at II shall require a simple majority in order to be successful.

IV. Any failure on the part of the censors (acting in a collegiate manner or singly), whether accidental, negligent or deliberate to abide by the terms of this Senatus consultum, shall invalidate the process of application and regardless of whether the person at I was subsequently classified as a citizen, shall invalidate his/her citizenship, as that person shall not be a citizen of Nova Roma as a result of that failure.

V. Upon discovery of such a failure at IV, the censors (acting in a collegiate manner or singly) and/or consuls must immediately inform the person that he/she is not a citizen. Should that citizen have subsequently stood for election for any position within Nova Roma and been successful, or been appointed to any position, or reclaimed any position, such a position shall be automatically deemed vacant. The censors (acting in a collegiate manner or singly) must also immediately correct all censorial records to indicate that the person is not a citizen.

VI. In the event of such a failure as at IV, then the censors (acting in a collegiate manner or singly) may be deemed to be in contempt of the Senate if in the opinion of the princeps senatus such a failure was due to negligence or was deliberate. If the princeps senatus deems it to be contempt of the Senate, then he/she shall proceed to deal with the matter according to the process at section IX of the SENATUS CONSULTUM DE RATIONE SENATUS MMDCCLXV.

VII. The definitions provided at section I DEFINITIONS of the Senatus consultum de ratione senatus MMDCCLXV shall be applicable to deriving meaning of a word or phrase included in this Senatus consultum that also appears in that list of definitions.

VIII. The princeps senatus shall be the final authority on determining the meaning of any part of this Senatus consultum where such meaning is unclear to any member of the Senate, and/or to arbitrate in any dispute between members of the Senate over such meaning.

2. DRAFT SENATUS CONSULTUM ON WARNINGS TO NEW OR RETURNING APPLICANTS FOR CITIZENSHIP
As posted by Caesar:

The Senate of Nova Roma establishes the following process for ensuring that new or returning applicants for Nova Roman citizenship are provided warnings prior to the grant of citizenship, concerning any organization that has been deemed by the Senate to be a “competing organization”.

I.           The censors shall create, and then subsequently maintain, a page on Nova Roma’s wiki / web page that lists the details of any organization that has been deemed to be a “competing organization”. The details shall include at a minimum the identification term for the organization used in the Senatus consultum that declared them competing. This typically, but not exclusively, is often the website URL for the organization. The censors shall include any other details that they feel are necessary to assist an applicant in correctly identifying the organization.

II.          Upon the enactment of this Senatus consultum, the Chief Information Officer of Nova Roma shall take steps to ensure that as soon as possible and practicable the Application for NOVA ROMAN Citizenship form is amended, and subsequently maintained, to include a check box, and immediately after that box the following text:

“I hereby affirm that I am not currently, nor have ever been, a member and/or participant of any competing organization that is listed on the page accessed through this hyperlink.”

Immediately following the text above the hyperlink referred to be included. This shall link to the page specified at I above. After the hyperlink the following text shall be included:

“IMPORTANT! Prior to affirming in the box provided above applicants MUST ensure they have accessed the hyperlink and read the contents of the page(s) it links to. Membership and/or participation in any of the competing organizations that are listed there MUST be disclosed.

Any failure on your part to disclose membership and/or participation (past or present) in these organizations will automatically invalidate your grant of citizenship and therefore regardless of how much time has elapsed between such a failure and its discovery, your Nova Roman citizenship will be automatically revoked, with no possibility of appeal.

Any applicant that is or has been a member and/or participant of one or more of the organizations listed, and who still wishes to apply for Nova Roman citizenship, after transmitting the application form WITHOUT checking the above box, should contact the censors by use of the email tool found here http://www.novaroma.org/bin/ contact . Applicants so doing should be prepared to answer questions that the censors may have for them regarding their membership and/or participation in any such organization. Please note that the censors may or may not support such an application, and even should they do so the matter must then be referred to the Senate of Nova Roma to make the final decision on your citizenship application.”

III.       The censors and censorial staff must ensure that any applicant who appears not to understand the text specified at II above has that text further explained in email. The emails of any applicant who contacts the censors or censorial staff with any issue pertaining to membership and/or participation in a competing organization must be copied and pasted into the applicant’s non-public censorial record that is generated by his/her application.

IV.        Any citizen who resigned his/her citizenship, or had that citizenship revoked by an appropriate Nova Roman authority, and who wishes to apply again MUST complete a fresh application form. That must be completed fully, as though the person had never held citizenship before, and must be completed using the full Nova Roman name citizenship was formerly held under immediately prior to resigning that citizenship, or having it revoked. Upon receipt of this new application the censors / censorial staff shall mark it as a duplicate and cross reference it to his/her former record, which shall continue to serve as the master censorial record.

A warm welcome to Nova Roma!  It has been too long since we had anyone from your part of the world.  

As many here are well aware, I teach traditional-method Latin and have long been affiliated with, and taught, assimilation-method Latin.  There are several courses available, but all are in session now, so you must wait until next August / September, when the courses will begin anew.  In the meantime, we may be able to offer a preliminary, pre-Latin course at some undetermined future date, and can provide the names of textbooks (in English, or languages more common than Finnish) oriented to self-instruction if you wish.  You may know of YLE radio, which (among other things) provides broadcasts of the news in Latin every week during the academic year.  

There is a separate mailing list for the Religio Romana; perhaps you would like to join it and explore more about this faith.
